The category is full of tools that show you a score and quietly leave the building part to you. The distinction that matters is whether a service only reads your file or also writes to it.
What is a business credit builder?
A business credit builder is a service that helps establish and grow a company's credit file. The useful ones do two separate things: they read your file from the bureaus so you can see where you stand, and they report your payment activity back so the file actually grows. Many products in the category only do the first.

The distinction the category blurs
Almost every product in this space is sold on the same promise, and they do not all do the same thing. Read a service's own description closely and it usually falls into one of two groups.
The first group reads. It connects to one or more bureaus, pulls your file, shows you a score and sends an alert when something changes. That is genuinely useful and it is not building anything. Your file on the day you cancel looks like your file on the day you signed up.
The second group also writes. It files your payment activity with a bureau on a schedule, which is the only mechanism by which a thin file becomes a thick one. If a service does not do this, the growth has to come from suppliers who report, and you are back to finding those yourself.

What no service can do
Be suspicious of anything sold on the following, because none of it is achievable and the pitch is a reliable marker of a bad actor: removing accurate negative information from your file, guaranteeing a specific score by a specific date, or promising approval for funding on the strength of a credit-building subscription.
Inaccurate information can and should be disputed, and that is a real and worthwhile process. Accurate information stays until it ages off.

Is a business credit builder worth paying for?
It depends entirely on whether it reports as well as monitors. A service that only shows you a score is competing with checking your file yourself. A service that files your payment activity with a bureau every month is doing something you cannot easily do alone, because bureaus do not accept data from arbitrary individuals.
Can a credit builder guarantee a score?
No, and a guarantee is a reason to walk away. A score is produced by a bureau's model from the data in your file. A service can add accurate data to that file. It cannot dictate the output.
Do I need to give up my Social Security Number?
